Maybe they were unable to use the “awfultest” before the end, or maybe they let themselves have a clear mind through soulless runs to avoid boredom, or set the file to only trigger if True Pacifist or another No Mercy occurred. That would explain why they don’t kill Flowey before he interferes, or attack Sans before he’s on guard in the second No-Mercy, and why they act the exact same on Pacifist and all other runs before the very end, why they don’t suggest turning Mettaton around, etc, and why Frisk can’t remember to shake Sans’s hand, or anything else. The True Reset of No-Mercy wiped their memories too, and they can only be brought back through the systeminformation file.
